Automated Decisioning for Alternative Consumer Credit: A Conceptual Framework for Balancing Speed, Access, and Responsible AI Risk Controls

Abstract

Consumer-finance providers increasingly rely on AI-driven decisioning to determine eligibility and terms for applicants who fall outside conventional credit scoring — a population that overlaps closely with the financially underserved segments long studied in microfinance and financial-inclusion research. This paper proposes a conceptual framework for evaluating such decisioning systems along three dimensions: the speed and accessibility gains they offer applicants with thin or no credit files, the portfolio-risk trade-offs they introduce for lenders, and the responsible-AI safeguards — explainability, human oversight, and fairness monitoring — needed to keep faster decisioning from compounding existing inequities. Drawing on over two decades of practitioner experience designing and operating large-scale decisioning and risk systems in regulated financial-services environments, the paper argues that lessons from enterprise-grade alternative-credit decisioning are directly transferable to financial-inclusion technology efforts in other markets, provided that governance keeps pace with automation. Rather than presenting new empirical results, the paper synthesizes practitioner experience with the existing financial-inclusion and responsible-AI literature into a framework intended to guide practitioners and future empirical researchers evaluating automated credit-decisioning systems for underserved populations.
